The roots were at surface or above ground level. Nothing would grow in that area beneath the canopy close to the roots. Even if something were planted and were miraculously to survive, that growth might interfere with your maple's moisture intake and affect that tree's long term survivability.

Roots love water so they will follow the pipe, go through the wax ring and go down the drain searching for it. I agree with you, after you cleared the roots some copper sulfate or root destroyer available at any big box store will do it. I like your idea of packing with root destroyer granules or rock salt sounds like a good idea.
